SWC & TCEQ fees – Why are they on your water bill?

TCEQ Fee

The “TCEQ Fee” on your water bill is a 100% pass-through fee to the Texas Commission on Environmental Quality. The fee helps fund services TCEQ provides to public water systems, including:

  • Analyzing drinking water quality
  • Inspecting infrastructure
  • Reviewing plans for new water systems and major improvements to existing water systems
  • Providing technical assistance as needed

The TCEQ Fee is calculated as .5% of of the water and sewer charges on your bill.

SWC Fee

The Surface Water Conversion (SWC) Fee is a charge that goes directly to the San Jacinto River Authority (SJRA) to cover the cost of providing treated surface water from Lake Conroe.

Switching to surface water helps conserve our aquifers for future generations and helps prevent subsidence (sinking of the lands surface due to over pumping of ground water).

The SWC fee was first introduced to customers in 2010. Importantly, the full amount of this fee is passed through without markup—meaning customers are charged exactly what Woodlands Water pays to SJRA.

Good news! The SWC fee has dropped to $2.92 per 1,000 gallons—down from $2.97 last year and $3.20 in 2023.

For a typical Woodlands household, which uses an average of 10,000 gallons of water per month, the SWC Fee will now average $29.20 per month.

SJRA reviews the rate annually, with any adjustments taking effect in October (covering water used in September).
